MUDRA loan: borrowing up to INR 20 lakh without pledging property

Up to INR 10 lakh on a first loan and INR 20 lakh after a repaid Tarun loan, at a rate your lender sets, with no call to wait for.

    Summary

    • A MUDRA loan is a collateral-free business loan of up to INR 10 lakh, or INR 20 lakh once you have repaid a Tarun loan.
    • There is no subsidy in it. Your lender sets the interest rate, the margin and the repayment schedule, and you repay the whole loan.
    • As of 19 October 2026 there is no call and no deadline. You apply to a lender whenever you are ready, at a branch or online through JanSamarth.

The two beliefs we hear most about MUDRA are that the government lends the money and that part of it is waived. Neither is true. MUDRA is the name carried by an ordinary business loan of up to INR 20 lakh, and the name brings rules on collateral and guarantees that work in your favour.

Pradhan Mantri MUDRA Yojana began on 8 April 2015, and the Department of Financial Services in the Ministry of Finance runs it. MUDRA Ltd, the Micro Units Development & Refinance Agency, refinances lenders and lends nothing to borrowers itself.

Banks, small finance banks, regional rural banks, co-operative banks, NBFCs and microfinance institutions make the loans on their own terms. By 27 March 2026 they had made more than 57 crore of them, worth INR 40.07 lakh crore, a PIB backgrounder reports. The rest of the government money we track, from grants to schemes, sits in our grants and schemes register.

Four loan sizes, set by how much you borrow

The money comes as a term loan, an overdraft, cash credit or a composite loan that mixes a term loan with working capital. You can draw the working capital part with a MUDRA Card, a RuPay debit card tied to the loan account.

The lender sizes the loan to what your business needs and what its appraisal supports. Your category then follows from the amount, so it is never something you pick.

The four MUDRA loan categories, in force since 24 October 2024

    CategoryLoan sizeMeant for
ShishuUp to INR 50,000Very small or early-stage businesses, including borrowers with no credit history
KishorAbove INR 50,000, up to INR 5 lakhNew or running businesses that need working capital, stability or modest growth
TarunAbove INR 5 lakh, up to INR 10 lakhGrowing businesses buying equipment or adding capacity
Tarun PlusAbove INR 10 lakh, up to INR 20 lakhOnly borrowers who took a Tarun loan and repaid it

MUDRA says it puts the most weight on Shishu, to bring a new generation of young founders into business. The smallest loans also carry the lightest terms: a one-page form, a margin banks need not insist on, and a processing fee most banks waive.

Who qualifies for a MUDRA loan, and who does not?

The scheme sets five conditions, and the lender adds its own norms.

    • You are an Indian citizen borrowing as an individual, or a business in another legal form. MUDRA names proprietorships, partnership firms and companies. Its guarantee fund also covers loans to self-help groups and joint liability groups.
    • Your business is a micro or small enterprise. A medium enterprise falls outside the scheme.
    • It earns income from manufacturing, processing, trading, services or an activity allied to agriculture, such as dairy, poultry, fisheries, beekeeping or food processing.
    • You need no more than INR 20 lakh in all, and anything above INR 10 lakh only after repaying a Tarun loan.
    • You are not in default to any bank or financial institution, and your credit record is satisfactory.

Vehicles, tractors, power tillers and two-wheelers qualify only for commercial use. Crop loans are out, as is land improvement such as canals, irrigation and wells. So is borrowing for consumption or personal needs. MUDRA's own scheme note adds that a lender may expect an individual to have the skills or experience the activity calls for.

Founders running a private limited company should know that the official texts disagree. MUDRA's FAQ and its scheme note both list private limited companies as eligible applicants. Yet the same FAQ and MUDRA's home page describe the scheme's market as non-corporate businesses, as do the MUDRA pages of SBI and Indian Overseas Bank. Ask your lender whether it lends to companies under MUDRA before you build the file.

The scheme papers do not ask for or Udyam registration, and the guarantee fund behind the loans says MSME registration is not needed for its cover. A lender may still ask for Udyam registration under its own policy.

Can a startup get a MUDRA loan?

Yes, when the business earns income from a real activity or is about to. New enterprises qualify, and the Shishu category is open to founders with no credit history at all. New entrepreneurs held about 21% of PMMY loan accounts in FY 2024-25, according to the same PIB backgrounder.

The fit breaks down for a product company with no revenue in sight. A MUDRA loan is sized to an income-generating activity, and its repayments follow your cash flow. The lender weighs the proposal on its merits and the viability of the business, and it is free to decline.

A first loan stops at INR 10 lakh, and repayment starts quickly: SBI, for example, allows at most six months' moratorium on loans below INR 5 lakh. If you need more than that, read how a government soft loan compares with venture debt before you apply.

What interest rate does a MUDRA loan carry?

The scheme sets no rate. Interest on MUDRA loans is deregulated, so each lender prices them within RBI guidelines, and banks have been told to keep the rate reasonable. A lender that draws MUDRA refinance must also stay inside interest caps that MUDRA's site attributes to RBI.

So a rate quoted to you as the MUDRA rate is one lender's rate. SBI, for one, links its MUDRA pricing to its external benchmark lending rate. Two banks can quote different prices for the same loan, and both can be within the scheme.

So a rate quoted to you as the MUDRA rate is one lender's rate.

Compare offers on their whole cost. Ask each lender for its processing fee, the margin you must bring and whether it will pass on the guarantee fee. SBI's published terms are one example: no processing fee on Shishu and Kishor loans to micro and small units, and 0.50% plus tax on Tarun. SBI asks no margin up to INR 50,000 and 20% above that.

Women founders should ask for better terms. Women held 59.81% of PMMY loan accounts in FY 2024-25, PIB reports. MUDRA's site says lenders may consider extra facilities for women entrepreneurs, a lower interest rate among them. Each lender decides, so get any concession in writing.

Is there a subsidy on a MUDRA loan?

No. MUDRA's own FAQ says a PMMY loan carries no subsidy. If your project also falls under a government scheme that pays a capital subsidy, the loan can still be a MUDRA loan, and the subsidy comes from that other scheme.

Part of the confusion probably goes back to 14 May 2020. The government then announced a 2% interest subvention under the Aatmanirbhar Bharat package, for Shishu borrowers who repaid promptly. It ran for 12 months and has ended.

What the guarantee behind your loan costs, and whom it protects

Banks are mandated not to take collateral on loans up to INR 20 lakh to micro and small enterprises. The assets you buy with the loan become the lender's security instead.

Lenders accept that because of the Credit Guarantee Fund for Micro Units (CGFMU), a government trust fund run by NCGTC. On loans sanctioned from FY 2020-21, the lender absorbs the first 3% of the amount in default. The fund pays 75% of the rest, and its total payouts are capped at 15% of the lender's guaranteed portfolio.

That cover pays the lender, never you, and you stay liable for the whole loan. The lender also decides whether to use it at all. Indian Overseas Bank, for one, puts manufacturing and services loans under the CGTMSE guarantee and keeps CGFMU for retail trade.

The cover carries a fee of 1% a year, charged on the sanctioned amount in the first year and on the outstanding balance after that. Working capital limits keep paying on the sanctioned amount. A risk-based fee can sit on top, and the lender may recover the fee from you.

As an illustration, if the lender covers an INR 8 lakh Tarun term loan, the first-year fee at 1% is INR 8,000 before any risk-based fee. If the lender passes it on, add it to the interest cost when you compare offers.

How to apply for a MUDRA loan, online or at a branch

You apply to a lender, never to MUDRA.

    1. Write a short business plan for the activity and gather your KYC documents. A company or firm also needs its constitution documents.
    2. Fill in the application. Shishu uses a one-page form, while Kishor, Tarun and Tarun Plus use a three-page form, and sample forms are on mudra.org.in.
    3. Submit it at any bank branch, including small finance, regional rural and co-operative banks, or at an NBFC or microfinance institution. Or apply online on JanSamarth, under Business Activity Loan and then PMMY.
    4. The lender appraises the proposal under its own norms and RBI guidelines. It decides the amount, margin, interest rate and repayment schedule, and for Tarun Plus it checks your repaid Tarun loan.
    5. On sanction you receive the facility without collateral or a third-party guarantee. The lender may then seek CGFMU cover on it.

A PAN is not compulsory, although you must satisfy the lender's KYC rules, and the lender can ask for more papers under its own policy. MUDRA puts the usual turnaround for a Shishu loan at 7 to 10 days from a complete application.

If a branch will not consider your application, or asks for collateral, take it to the bank's regional or zonal office. You can also go to another lender in your area.

How Tarun Plus works for a repeat borrower

Tarun Plus was announced in the Union Budget on 23 July 2024 and took effect on 24 October 2024. It lends above INR 10 lakh and up to INR 20 lakh. Only an entrepreneur who took a Tarun loan and repaid it can use it, so a first-time borrower needing INR 15 lakh cannot start here.

The guarantee fund's FAQ answers the questions repeat borrowers ask. A Tarun term loan must be repaid and closed first. A Tarun working capital limit in good standing can be raised into Tarun Plus at renewal. Closing a Tarun loan early, from your own funds or other sources, also counts if your repayment record is satisfactory.

A loan taken as Tarun stays classified as Tarun even after its balance falls into a smaller band. What you owe on MUDRA loans at any one time, across every lender, must stay within the scheme limit.

Is a MUDRA loan open in October 2026?

Yes. As of 19 October 2026 the scheme runs all year, with no call, season or closing date. MUDRA's site shows 2,22,70,483 loans worth INR 3,01,786.71 crore sanctioned in FY 2026-27, on provisional figures updated on 9 October 2026. FY 2025-26 closed at 5,00,26,549 loans and INR 6,14,448.93 crore sanctioned.

The terms change by notification, as the 2024 increase to INR 20 lakh showed, so check mudra.org.in and financialservices.gov.in before relying on a limit quoted here.

When a MUDRA loan fits, and when another scheme fits better

A MUDRA loan suits a micro or small business with a clear source of income and a modest need, such as stock, a machine, a commercial vehicle or working capital. It suits founders with no property to pledge.

It fits badly if you need more than INR 10 lakh on a first loan, if revenue is far off, or if the money is for crops or land.

For bigger amounts, look past MUDRA. Stand-Up India lent SC, ST and women founders of new ventures from INR 10 lakh, where MUDRA's first-loan ceiling ends, up to INR 1 crore. The Department of Financial Services gives its scheme period as up to 31 March 2025, so read that guide before planning around it.

A micro or small enterprise borrowing more can ask its bank about CGTMSE, which guarantees credit of up to INR 10 crore. For plant and machinery, read our guide to SIDBI's SMILE loan. A DPIIT-recognised startup can look at CGSS, which guarantees up to INR 20 crore.

Still choosing between instruments? Our scheme chooser runs the questions that usually settle it. If you want your loan file checked before you meet a bank, our debt and blended capital work starts with that review.

    Frequently asked questions

Is a MUDRA loan a grant or a subsidy?

Neither. It is a loan you repay in full, at an interest rate your lender sets. MUDRA's FAQ states there is no subsidy under PMMY, and the 2020 Shishu interest subvention ended after 12 months.

What documents do I need for a MUDRA loan?

A business plan for the activity, KYC documents and, for a company or firm, its constitution documents. PAN is not compulsory. The lender may ask for Udyam registration or other papers under its own policy.

Can a first-time borrower get INR 15 lakh under MUDRA?

No. Anything above INR 10 lakh is Tarun Plus, which is open only to borrowers who took a Tarun loan and repaid it. A first MUDRA loan stops at INR 10 lakh.

Do women get a lower MUDRA interest rate?

Not automatically. MUDRA's site says lenders may consider extra facilities for women entrepreneurs, including a lower rate, and each lender makes its own call. Ask, and have any concession written into the sanction letter.

Do I need an agent to get a MUDRA loan?

No. MUDRA engages no agents or middlemen, and says so on its own site. Apply at a lender's branch or on JanSamarth yourself, and be wary of anyone who charges a fee to arrange the loan.

General guidance, current as at 19 October 2026. Limits and guarantee terms change by notification, and every lender prices and appraises under its own policy, so confirm the terms in your sanction letter before you sign.
