    Eligibility for Indian central and state schemes turns on a small set of facts: what sector the business operates in, what stage it is at, what kind of entity it is registered as, its turnover, and the state it operates from.

    Working from those facts to a shortlist takes hours. Working the other way — reading scheme portals one by one and asking whether each might fit — is what takes months, and it is why most founders stop before they finish. The portals are written for administrators, organised by scheme; a business is organised by what it is.
