What did EPFO change for September 2026?

On 13 October 2026 the Employees' Provident Fund Organisation moved one month's deadline. Employers may file the Electronic Challan-cum-Return (ECR) for the September 2026 wage month on or before 31 October 2026. They may pay the contributions it shows by the same date. The usual date was 15 October.

The reason is the wage ceiling. It rose from ₹15,000 to ₹25,000 a month with effect from 17 September 2026, partway through the wage month. Employers told EPFO that reworking pay bills, payroll settings and each employee's contribution for a split month had caused technical and operational problems. EPFO gave them more time to finish the work. Our note on the ceiling change covers the change itself.

The circular keeps the relief narrow. It applies only to the return and payment for September 2026. It says it is not a general extension for any other wage month, and that every other obligation still stands.

Which employers does the extension cover?

Every establishment that files a provident fund return for September 2026 gets the later date, whether or not its payroll changed.

It matters most where the ceiling changed the September bill. That means staff earning between ₹15,001 and ₹25,000 in basic pay and dearness allowance who were outside the fund. It also means fund members in that band who were outside the pension scheme and join it from 17 September. And it means anyone whose contributions were capped at ₹15,000. For those staff, September now has two parts, each with its own ceiling.

Employers who filed and paid by 15 October were on time. If that return used the ₹15,000 ceiling for the whole month, the extra contribution for 17 to 30 September is still owed.

What does the extension cost, and what does missing it cost?

Filing and paying by 31 October costs nothing extra. The amount owed is set by the ceiling and did not change with the date.

EPFO's own worked example, question 7 of its FAQs, is an existing member on ₹20,000 whose contributions were capped at ₹15,000. The employer remits ₹4,333.34 for that member for September, covering both shares and the insurance and administration charges. By our arithmetic, a full month for the same member was ₹3,750 under the old cap and is ₹5,000 under the new ceiling.

After 31 October the usual consequences apply. Under section 127 of the Code on Social Security, 2020, an employer pays simple interest at 12% a year on any amount due, from the due date until payment. By our arithmetic, that is about ₹329 on every ₹1 lakh paid ten days late. EPFO officers are also authorised under section 128 to levy damages on defaulting employers.

What should employers do before 31 October?

EPFO's wage ceiling FAQs explain how September is computed. With the new date, the order of work is as follows.

One return covers all of September, with two ceilings inside it.
    1. Recompute September in two periods. Up to 16 September, contributions follow the ₹15,000 ceiling. From 17 September, they follow ₹25,000. Enrol anyone newly covered with effect from 17 September.
    2. File one ECR for the month. EPFO says September goes in a single return, with both periods worked out inside it.
    3. Pay both shares in full by 31 October. If you could not deduct a newly covered employee's share from September pay, EPFO lets you recover it in the next payroll. The full payment still has to reach EPFO on time.
    4. Check any return you already filed. If it used ₹15,000 for the whole month, the contribution for 17 to 30 September is still due.
    5. Keep October on its usual date. October's return and payment fall due on 15 November 2026. Recurring dates are in the Compliance Calendar.

What does the circular leave open?

Three practical points are not answered in the circular, and we would rather name them than guess.

When interest starts on a late payment. The circular does not say whether interest and damages on a September payment made after 31 October run from 15 October or from 31 October.

How to correct a return filed before the extension. It says nothing about employers who filed September on the old ceiling and now owe more.

Whether the portal accepts part-month figures. EPFO's FAQs said the employer portal would be updated for proportionate September contributions. The circular mentions technical difficulties but does not say whether that update is live.

We will update this item when EPFO settles any of them.

    Where this information comes from

EPFO circular No. Compliance/AnnAcPlan/2022-23/RationalizationofECR-Part(1)/e-704368, dated 13 October 2026. It was signed by the Additional Central Provident Fund Commissioner (Compliance) with the approval of the Central Provident Fund Commissioner. It had not been posted on EPFO's circulars page when we last checked, on 22 October 2026.

The circular relies on the Central Provident Fund Commissioner's power under the second proviso to paragraph 28(3), and its text names the Employees' Provident Funds Scheme, 1952. Paragraph 28(3) of the Employees' Provident Funds Scheme, 2026 sets the usual deadline of fifteen days after the month ends. Its second proviso lets the Commissioner extend that time in exceptional circumstances. The 2026 Scheme was notified on 29 June 2026 in supersession of the 1952 Scheme.

The September method comes from EPFO's wage ceiling FAQs of 25 September 2026. Interest is set by notification S.O. 2698(E) and damages powers by S.O. 2699(E), both of 29 May 2026.
